Almost two thirds of people disagree with the physical punishment of children

The Deputy Minister for Social Services, Julie Morgan has welcomed the findings of a survey into how public attitudes towards physically punishing children in Wales have changed since the introduction of new legislation.

Data published today [9th February 2023] provides a snapshot of views from early 2022, just before the law came into force.

This snapshot shows 62% of people disagreed that it was sometimes necessary to smack a child compared to 53% of people surveyed in 2021. The figure is higher for parents/carers of children under the age of seven at 71%.

The report also found that since 2018 there had been an increase in the level of awareness and support people had for The Children (Abolition of Defence of Reasonable Punishment) (Wales) Act, with 59% of respondents reporting they were in favour of the law change compared to 38% in 2018.

The Deputy Minister for Social Services, Julie Morgan said:

“As we approach the one-year anniversary of physical punishment becoming illegal in Wales it’s very encouraging to see the change in attitudes amongst parents.

“Times have changed, positive, non-violent parenting is what most parents strive for today. Not only are more people aware that physically punishing a child is illegal in Wales but 62% of people disagreed that it was sometimes necessary to smack a child.

“However, even though the law has changed, and these figures show we’re heading in the right direction, we know we still have work to do – we’re not complacent when it comes to informing and supporting parents. Our focus continues to be positive parenting and I hope to see further positive developments across Wales as more parenting support packages are delivered to parents.”

“Every year that passes following this landmark legislation more and more children and families will see the benefit of the law change and the support it has given children’s rights in Wales.”

Mae data a gyhoeddwyd heddiw [9 Chwefror 2023] yn rhoi cipolwg ar safbwyntiau o ddechrau 2022, ychydig cyn i’r ddeddf ddod i rym.

Mae’r cipolwg hwn yn dangos bod 62% o bobl yn anghytuno ei bod hi weithiau’n angenrheidiol smacio plentyn o’i gymharu â 53% o’r bobl a holwyd yn 2021. Mae’r ffigur yn uwch ar gyfer rhieni/gofalwyr plant o dan saith oed, sef 71%.

Canfu’r adroddiad hefyd fod cynnydd wedi bod yn lefel yr ymwybyddiaeth o Ddeddf Plant (Diddymu Amddiffyniad Cosb Resymol) (Cymru), a’r gefnogaeth iddi, ers 2018. Dywedodd 59% o’r ymatebwyr eu bod o blaid y newid yn y gyfraith o’i gymharu â 38% yn 2018.

Dywedodd y Dirprwy Weinidog Gwasanaethau Cymdeithasol, Julie Morgan:

“Wrth inni agosáu at flwyddyn ers i gosbi’n gorfforol ddod yn anghyfreithlon yng Nghymru, mae’n galonogol iawn gweld y newid mewn agweddau ymhlith rhieni.

“Mae’r oes wedi newid, magu plant mewn modd cadarnhaol a di-drais yw’r hyn y mae’r rhan fwyaf o rieni’n anelu ato heddiw. Mae mwy a mwy o bobl yn ymwybodol o’r ffaith bod cosbi plentyn yn gorfforol yn anghyfreithlon yng Nghymru, yn ogystal â hynny roedd 62% o bobl yn anghytuno ei bod hi weithiau’n angenrheidiol smacio plentyn.

“Fodd bynnag, er bod y gyfraith wedi newid, ac mae’r ffigyrau hyn yn dangos ein bod yn mynd i’r cyfeiriad cywir, rydym yn gwybod bod gennym waith i’w wneud o hyd. Nid ydym yn llaesu dwylo o ran addysgu a chefnogi rhieni. Magu plant mewn modd cadarnhaol yw ein ffocws o hyd ac rwy’n gobeithio gweld datblygiadau cadarnhaol pellach ledled Cymru wrth i ragor o becynnau magu plant gael eu darparu i rieni.”

“Wrth i’r blynyddoedd fynd heibio, bydd mwy a mwy o blant a theuluoedd yn gweld budd y newid pwysig hwn yn y gyfraith a’r gefnogaeth mae wedi’i rhoi i hawliau plant yng Nghymru.”
