Neil Lewis, 47, from Ely has been charged with the offence of fraud by false representation.
He will appear before Cardiff Magistrates Court on July 21, 2026.
The offence is in relation to an MOT for the vehicle which was involved in a fatal collision which happened at 2.03am on Saturday 4th March 2023 which resulted in the deaths of the driver Rafel Jeanne and passengers Darcy Ross and Eve Smith.
The offence was identified by officers investigating the fatal collision.
