A misconduct Hearing was held on the 4th of August at Force Headquarters, Colwyn Bay.
Following an Independent Office of Police Conduct (IOPC) led investigation, it was alleged that Gillian Davies, who resigned as a Police Constable prior to the hearing breached the Standards of Professional Behaviour relating to Confidentiality, Orders and Instructions, and Discreditable Conduct.
She subsequently faced the following allegations that between 2017 and 2024, she
- Used her personal mobile to communicate with individuals engaged in criminality both whilst on and off duty.
- Used her personal mobile to communicate sensitive police intelligence
- Failed to complete mandatory Data Protection training
- Repeatedly accessed a force computer system for non-policing purposes.
Today, a hearing, which former PC Davies did not attend concluded that the allegations were found proved, and had she not resigned beforehand she would have been dismissed without notice. In addition, she will be placed on the UK Police Barred List, which stops dismissed officers, staff, and volunteers from working in policing again.
Speaking after the outcome of the hearing, Deputy Chief Constable Nigel Harrison, said: “All police officers are expected to display the highest standards and safeguard sensitive information. This is vital in order that our communities retain confidence in the professionalism of every officer carrying out their duties.
“Any instance where this is not the case will be dealt with robustly, and today’s hearing has concluded that had the officer not resigned, her dismissal would have been instant.
“We are determined to maintain the standards which the public rightly expect from our officers, staff and volunteers, both in and outside of the workplace.”
