fflecsi Bwcabus Service to end

The fflecsi Bwcabus service is due to end on 31 October 2023.

The news comes after the Welsh Government confirmed that it would not be able to contribute to the scheme following the ending of the Rural Development Programme (RDP) Grant that had been supporting it until the end of June this year.

 

Since the RDP funding came to an end the Welsh Government has been fully funding the service.

 

Discussions have taken place over 18 months between officers from Carmarthenshire and Ceredigion County Councils and officials from the Welsh Government and Transport for Wales.

 

Welsh Government secured new buses for these services as recently as July 2023 and there was a level of optimism that things were progressing positively. The news that there is no funding available to support the services moving forward is, therefore, a surprising and significant blow to users in the most rural areas of West Wales.

 

The fflecsi Bwcabus (previously Bwcabus) has been operating for 14 years providing an opportunity to travel by public transport in some of the most rural areas of Carmarthenshire, Ceredigion and Pembrokeshire. The service was provided in partnership between the local authorities, Transport for Wales and the Welsh Government, and had been thought to align with the Welsh Government’s vision for rural transport solutions as outlined in its transport policy, Llwybr Newydd.

 

Councillor Keith Henson Ceredigion County Council’s Cabinet Member for Highways and Environmental Services and Carbon Management said “This service operates in the Ward I represent so I know how this will affect people. While we welcome the ambition and aspiration the Welsh Government has set out in its Transport Plan, Llwybr Newydd, in rural areas, as we are unfortunately seeing a loss or reduction of service because the investment simply isn’t there at the required levels to maintain services such as this. We will continue in our lobbying of the Welsh Government to ensure that rural areas get a fair slice of the cake, and that the challenges associated with accessing public transport in rural areas are recognised and that Welsh Government guarantee that sufficient resources and funding is provided to ensure that they are met”.

 

Councillor Edward Thomas, Carmarthenshire County Council’s Cabinet Member for Transport, Waste and Infrastructure Services commented “I’m extremely sad and disappointed at the loss of a great service that should be receiving continued support. The service offered a level of travel opportunity by bus that could not be met by other means. The rural nature of the areas served with a low population density means that there isn’t the critical mass of people wanting to travel at the same time to the same places which means traditional bus services just don’t work. Unfortunately, it now seems that this innovative approach which aligns with the vision within Llwybr Newydd isn’t sustainable either. I would like to thank all the staff and operators involved with providing the service for over 14 years. I can only sympathise with them and the passengers who will be affected by this and can promise them that, working with the key stakeholders most notably the Welsh Government, we will continue in our endeavours to find workable affordable solutions to those affected”.

 

Councillor Rhys Sinnett Pembrokeshire County Council’s Cabinet Member for Residents’ Services said “We are saddened to see the loss of this service, and are concerned about the impact this will have on the rural north east of Pembrokeshire. We will support our neighbouring colleagues in pressing the Welsh Government to support bus service provision in this area, and also look at what workable solutions there may be for this provision”.

 

The fflecsi Bwcabus has been an innovative and national award-winning service which offered a level of travel opportunities both to local centres and as a means of accessing other bus services, most notably the TrawsCymru, at key hubs.

 

A confirmed date of when the service will end will be released once the position regarding Welsh Government funding is known.

 

Mae disgwyl i’r gwasanaeth fflecsi Bwcabws ddod i ben ar 31 Hydref 2023.

 

Daw’r newyddion ar ôl i Lywodraeth Cymru gadarnhau na fyddai’n gallu cyfrannu at y cynllun yn dilyn diwedd y Grant Rhaglen Datblygu Gwledig (RhDG) a oedd yn ei gefnogi tan ddiwedd mis Mehefin eleni.

 

Ers i arian y RhDG ddod i ben mae Llywodraeth Cymru wedi bod yn ariannu’r gwasanaeth yn llawn.

 

Mae trafodaethau wedi bod ar waith dros 18 mis rhwng swyddogion o Gynghorau Sir Caerfyrddin a Cheredigion a swyddogion o Lywodraeth Cymru a Trafnidiaeth Cymru.

 

Sicrhaodd Llywodraeth Cymru fysiau newydd ar gyfer y gwasanaethau hyn mor ddiweddar â mis Gorffennaf 2023 ac roedd lefel o optimistiaeth bod pethau’n mynd rhagddynt yn gadarnhaol. Mae’r newyddion nad oes cyllid ar gael i gefnogi’r gwasanaethau wrth symud ymlaen felly, yn ergyd annisgwyl a sylweddol i ddefnyddwyr yn ardaloedd mwyaf gwledig Gorllewin Cymru.

 

Mae’r fflecsi Bwcabws (Bwcabws gynt) wedi bod yn gweithredu ers 14 mlynedd gan roi cyfle i deithio ar drafnidiaeth gyhoeddus yn rhai o ardaloedd mwyaf gwledig Sir Gaerfyrddin, Ceredigion a Sir Benfro. Darparwyd y gwasanaeth mewn partneriaeth rhwng yr awdurdodau lleol, Trafnidiaeth Cymru a Llywodraeth Cymru, a chredwyd ei fod yn cyd-fynd â gweledigaeth Llywodraeth Cymru ar gyfer atebion trafnidiaeth wledig fel yr amlinellwyd yn ei pholisi trafnidiaeth, Llwybr Newydd.

 

Dywedodd y Cynghorydd Keith Henson Aelod Cabinet Cyngor Sir Ceredigion ar faterion Priffyrdd a Gwasanaethau Amgylcheddol a Rheoli Carbon: “Mae’r gwasanaeth hwn yn gweithredu yn y ward yr wyf yn ei chynrychioli felly rwy’n gwybod sut y bydd hyn yn effeithio ar bobl. Er ein bod yn croesawu’r uchelgais a’r dyhead y mae Llywodraeth Cymru wedi’u nodi yn ei Chynllun Trafnidiaeth, Llwybr Newydd, mewn ardaloedd gwledig, gan ein bod yn anffodus yn gweld colli neu leihau gwasanaeth oherwydd nad yw’r buddsoddiad yno ar y lefelau gofynnol i gynnal gwasanaethau fel hyn. Byddwn yn parhau yn ein lobïo ar Lywodraeth Cymru i sicrhau bod ardaloedd gwledig yn cael cyfran deg o’r gacen, a bod yr heriau sy’n gysylltiedig â chael mynediad at drafnidiaeth gyhoeddus mewn ardaloedd gwledig yn cael eu cydnabod a bod Llywodraeth Cymru yn gwarantu bod adnoddau a chyllid digonol yn cael eu darparu i sicrhau eu bod yn cael eu bodloni”.

 

Dywedodd y Cynghorydd Edward Thomas, Aelod Cabinet Cyngor Sir Caerfyrddin dros Wasanaethau Trafnidiaeth, Gwastraff ac Isadeiledd: “Rwy’n hynod drist a siomedig ar ôl colli gwasanaeth gwych a ddylai fod yn derbyn cefnogaeth barhaus. Mae hyn yn newyddion hynod drist i’r rhai oedd yn dibynnu ar y gwasanaethau hyn. Roedd y gwasanaeth yn cynnig lefel o gyfle teithio ar fws na ellid ei gyrraedd trwy ddulliau eraill. Mae natur wledig yr ardaloedd sy’n cael eu gwasanaethu â dwysedd poblogaeth isel yn golygu nad oes màs critigol o bobl sydd eisiau teithio ar yr un pryd i’r un lleoedd sy’n golygu nad yw gwasanaethau bws traddodiadol yn gweithio. Yn anffodus, mae’n ymddangos bellach nad yw’r dull arloesol hwn sy’n cyd-fynd â’r weledigaeth yn Llwybr Newydd yn gynaliadwy ychwaith. Hoffwn ddiolch i’r holl staff a gweithredwyr a fu’n ymwneud â darparu’r gwasanaeth ers dros 14 mlynedd. Ni allaf ond cydymdeimlo â nhw a’r teithwyr y bydd hyn yn effeithio arnynt a gallaf addo iddynt, gan weithio gyda’r rhanddeiliaid allweddol yn fwyaf nodedig Llywodraeth Cymru, y byddwn yn parhau yn ein hymdrechion i ddod o hyd i atebion fforddiadwy ymarferol i’r rhai yr effeithir arnynt”.

 

Dywedodd y Cynghorydd Rhys Sinnett, Aelod Cabinet Cyngor Sir Penfro dros Wasanaethau Preswylwyr: “Rydym yn drist o weld colli’r gwasanaeth hwn, ac yn bryderus am yr effaith y bydd hyn yn ei gael ar ogledd ddwyrain wledig Sir Benfro. Byddwn yn cefnogi ein cydweithwyr cyfagos i bwyso ar Lywodraeth Cymru i gefnogi darpariaeth gwasanaethau bysiau yn y maes hwn, a hefyd yn edrych ar ba atebion ymarferol a all fod ar gyfer y ddarpariaeth hon”.

 

Mae’r fflecsi Bwcabws wedi bod yn wasanaeth arloesol ac arobryn cenedlaethol a oedd yn cynnig lefel o gyfleoedd teithio i ganolfannau lleol ac fel modd o gael mynediad at wasanaethau bws eraill, yn fwyaf nodedig TrawsCymru, mewn canolfannau allweddol.

 

Bydd dyddiad wedi’i gadarnhau ynghylch pryd y bydd y gwasanaeth yn dod i ben yn cael ei ryddhau unwaith y bydd y sefyllfa ynghylch cyllid Llywodraeth Cymru yn hysbys.
