Helping businesses cut energy costs: Welsh Government and Development Bank launch new Green Business Loan Scheme

A major new loan scheme to support businesses in Wales cut their energy costs by taking steps to become greener and more energy efficient has been launched today by the Welsh Government and Development Bank of Wales.

With the ambition to invest £10m over the next 3 years, the new Green Business Loan Scheme, which will offer discounted interest rates and flexible repayment dates, will help businesses make improvements allowing them to reduce their carbon footprint – supporting Wales’ journey to become net zero by 2050.

Projects which could be supported by the loans include:

Investing in renewable energy technology;
Improving the fabric of premises and energy efficiencies within the building;
Upgrading systems or machinery to reduce energy use;
Water usage and waste reduction/improvements
While businesses see the benefits in becoming environmentally sustainable, many lack the funds required to make the up-front investment needed. And wider economic circumstances mean many businesses which might have planned decarbonisation work have since had to prioritise other costs – while those who have the resources needed to make such improvements often don’t know the best place best to start.

As well as the new loan, support and advice is also available from the Welsh Government’s Business Wales service to help businesses decarbonise.

Launching the new loan scheme, Economy Minister, Vaughan Gething, said:

“Tackling climate change is a priority for the Welsh Government. That’s why we’ve set ambitious plans for Wales to become net zero by 2050.

“Businesses have a crucial role to play if we are to meet our ambition, so we’re proud to work with the Development Bank in supporting Welsh businesses on their decarbonisation journey.

“The economy has suffered in recent months and many businesses won’t have the resources needed to decarbonise. This is especially concerning as energy bills have risen, which highlights just how important Wales’ journey towards becoming a Net Zero nation is.

“We want to ensure businesses have the support needed to make the improvements they want to make – not just through financial backing offered by the Green Business Loan Scheme, but also with practical advice from our Business Wales service.

“I’d encourage any businesses interested in the new scheme to contact the Development Bank for more information.”

Minister for Climate Change, Julie James, said:

“The current cost of energy has brought into sharp focus the need to reduce our energy use, be more energy efficient and switch to local, renewable energy sources instead of relying on costly fossil fuels.

“Businesses can be at the heart of our transition to net zero, and we know our business community are keen to take action. This scheme offers the capital funding which small and medium sized businesses often need to make investment decisions.

“The Green Business Loan Scheme can help businesses reduce carbon emissions, manage energy costs and increase business competitiveness.”

The market for ‘green’ loans is new and evolving and the Development Bank will use this pilot to test the market – learning lessons that can inform the operation of the larger funds operated by the bank. Those larger funds such as the Wales Flexible Investment Fund carry the firepower to provide finance at far greater scale.

Chief Executive of the Development Bank of Wales, Giles Thorley, said:

“The new Green Business Loan Scheme will help businesses looking to improve energy efficiency and future-proof themselves against rising energy costs.

“We know that sustainability is an increased area of focus for investors, customers and employees – as such, investing in decarbonisation measures is becoming increasingly important for businesses, but few have the initial capital needed to make those changes.

“The new scheme offered by the Development Bank will be provided on a patient capital basis, with payment schedules linked to the payback of improvements made.”

Mae cynllun mawr benthyciadau newydd i gefnogi busnesau yng Nghymru i dorri eu costau ynni drwy gymryd camau i ddod yn wyrddach ac yn fwy ynni-effeithlon wedi cael ei lansio heddiw gan Llywodraeth Cymru a Fanc Datblygu Cymru.

Gyda’r uchelgais i fuddsoddi £10m dros y tair blynedd nesaf, bydd y Cynllun Benthyciadau Busnes Gwyrdd newydd, a fydd yn cynnig cyfraddau llog gostyngol a dyddiadau ad-dalu hyblyg, yn helpu busnesau i wneud gwelliannau a fydd yn eu galluogi i leihau eu hôl troed carbon – gan gefnogi taith Cymru i fod yn sero net erbyn 2050.

Mae prosiectau a allai gael eu cefnogi gan y benthyciadau yn cynnwys:

Buddsoddi mewn technoleg ynni adnewyddadwy;
Gwella ffabrig adeiladau ac effeithlonrwydd ynni o fewn yr adeilad;
Uwchraddio systemau neu beiriannau i leihau’r defnydd o ynni;
Gwelliannau / lleihau y defnydd o ddŵr a gwastraff
Er bod busnesau’n gweld manteision dod yn amgylcheddol gynaliadwy, nid oes gan lawer ohonynt yr arian sydd ei angen i wneud y buddsoddiad sydd ei angen ymlaen llaw. Ac mae amgylchiadau economaidd ehangach yn golygu bod llawer o fusnesau a allai fod wedi cynllunio gwaith datgarboneiddio wedi gorfod blaenoriaethu costau eraill ers hynny – tra nad yw’r rhai sydd â’r adnoddau sydd eu hangen i wneud gwelliannau o’r fath yn aml yn gwybod y lle gorau i ddechrau.

Yn ogystal â’r benthyciad newydd, mae cymorth a chyngor hefyd ar gael gan wasanaeth Busnes Cymru Llywodraeth Cymru i helpu busnesau i ddatgarboneiddio.

Wrth lansio’r cynllun benthyciadau newydd, dywedodd Gweinidog yr Economi, Vaughan Gething:

“Mae mynd i’r afael â newid hinsawdd yn flaenoriaeth i Lywodraeth Cymru. Dyna pam rydym wedi gosod cynlluniau uchelgeisiol i Gymru ddod yn sero net erbyn 2050.

“Mae gan fusnesau ran holl bwysig i’w chwarae os ydym am gyflawni ein huchelgais, felly rydym yn falch o weithio gyda’r Banc Datblygu i gefnogi busnesau Cymru ar eu taith ddatgarboneiddio.

“Mae’r economi wedi dioddef yn ystod y misoedd diwethaf ac ni fydd gan lawer o fusnesau’r adnoddau sydd eu hangen i ddatgarboneiddio. Mae hyn yn arbennig o bryderus wrth i filiau ynni gynyddu, sy’n amlygu pa mor bwysig yw taith Cymru tuag at ddod yn genedl Sero Net.

“Rydym am sicrhau bod gan fusnesau’r cymorth sydd ei angen i wneud y gwelliannau y maent am eu gwneud – nid yn unig drwy’r gefnogaeth ariannol a gynigir gan y Cynllun Benthyciadau Busnes Gwyrdd, ond hefyd gyda chyngor ymarferol gan ein gwasanaeth Busnes Cymru.

“Byddwn yn annog unrhyw fusnesau sydd â diddordeb yn y cynllun newydd i gysylltu â’r Banc Datblygu am ragor o wybodaeth.”

Dywedodd y Gweinidog dros Newid yn yr Hinsawdd, Julie James:

“Mae cost bresennol ynni wedi amlygu’r angen i leihau ein defnydd o ynni, bod yn fwy effeithlon o ran ynni a newid i ffynonellau ynni adnewyddadwy lleol yn hytrach na dibynnu ar danwydd ffosil costus.

“Gall busnesau fod wrth galon ein trawsnewidiad i sero net, ac rydym yn gwybod bod ein cymuned fusnes yn awyddus i weithredu. Mae’r cynllun hwn yn cynnig y cyllid cyfalaf sydd ei angen yn aml ar fusnesau bach a chanolig i wneud penderfyniadau buddsoddi.

“Gall y Cynllun Benthyciadau Busnes Gwyrdd helpu busnesau i leihau allyriadau carbon, rheoli costau ynni a chynyddu cystadleurwydd busnesau.”

Mae’r farchnad ar gyfer benthyciadau ‘gwyrdd’ yn newydd ac yn esblygu a bydd y Banc Datblygu yn defnyddio’r peilot hwn i brofi’r farchnad – gan ddysgu gwersi a all lywio gweithrediad y cronfeydd mwy a weithredir gan y banc. Mae’r cronfeydd mwy hynny fel Cronfa Buddsoddi Hyblyg Cymru yn cario’r grym sy’n angenrheidiol i ddarparu cyllid ar raddfa llawer mwy.

Dywedodd Prif Weithredwr Banc Datblygu Cymru, Giles Thorley:

“Bydd y Cynllun Benthyciadau Busnes Gwyrdd newydd yn helpu busnesau sydd am wella effeithlonrwydd ynni a diogelu eu hunain rhag costau ynni cynyddol.

“Rydyn ni’n gwybod bod cynaliadwyedd yn faes ffocws cynyddol i fuddsoddwyr, cwsmeriaid a gweithwyr – fel y cyfryw, mae buddsoddi mewn mesurau datgarboneiddio yn dod yn fwyfwy pwysig i fusnesau, ond ychydig sydd â’r cyfalaf cychwynnol sydd ei angen i wneud y newidiadau hynny.

“Bydd y cynllun newydd a gynigir gan y Banc Datblygu yn cael ei ddarparu ar sail cyfalaf amyneddgar, gydag amserlenni talu yn gysylltiedig ag ad-dalu’r gwelliannau a wnaed.”
