£1.4m grant scheme to support social care improve energy efficiency now open

A new Welsh Government grant scheme to support energy efficiency improvements and decarbonisation across Residential Social Care providers, which will help the sector deal with the cost of energy crisis, has been launched and is now open for applications, Ministers announced today [23 November].

The £1.4m scheme is part of Welsh Government’s Backing Local Firms Fund, which has been established to support businesses in parts of our local everyday economy, also known as the Foundational Economy, to deliver more of the products and services required by the public sector, helping to create more and better jobs closer to home.

The funding being announced today will support residential care providers to implement energy efficiency and low carbon measures, helping mitigate the impacts of the cost of energy crisis and move the sector one step closer to net zero carbon emissions by 2030.

Open to residential care providers registered with Care Inspectorate Wales, this pilot scheme offers grants of between £30,000 to £50,000 to fund investments such as heat pumps, cavity wall insulation, double glazing/replacement windows, ground source heat pumps, loft insulation, tanks and pipes insulation.

Deputy Minister for Social Services, Julie Morgan said:

“We all have a part to play in tackling the climate change crisis and we must act now if we are to reduce emissions and hit our target of having net zero carbon emissions by 2030. Good progress has already been made within the health and social care sector and we want to ensure social care in Wales is energy efficient.

“This is a fantastic opportunity for social care providers to reduce their impact of the energy crisis, improve their Energy Performance Certificate and make the social care sector more sustainable. I encourage all residential care providers to submit an application.”

Minister for the Economy, Vaughan Gething said:

“Social care is a vital part of our everyday economy, providing vital services and jobs in communities right across Wales.

“So I’m very pleased we’ve been able to make this funding available, which will support social care providers across the country to cut their energy costs.”

Heddiw (23 Tachwedd) cyhoeddodd Gweinidogion fod cynllun grant newydd gan Lywodraeth Cymru i gefnogi gwelliannau effeithlonrwydd ynni a datgarboneiddio ar draws darparwyr Gofal Cymdeithasol Preswyl, a fydd yn helpu’r sector i ddelio â chostau’r argyfwng ynni, wedi’i lansio a bellach ar agor ar gyfer ceisiadau.

Mae’r cynllun £1.4 miliwn yn rhan o Gronfa Cefnogi Cwmnïau Lleol Llywodraeth Cymru, a sefydlwyd i gefnogi busnesau mewn rhannau o’n heconomi bob dydd leol, a elwir hefyd yn Economi Sylfaenol, i ddarparu mwy o’r nwyddau a’r gwasanaethau sy’n ofynnol gan y sector cyhoeddus, gan helpu i greu mwy o swyddi a swyddi gwell yn nes at adref.

Bydd y cyllid sy’n cael ei gyhoeddi heddiw yn cefnogi darparwyr gofal preswyl i weithredu mesurau effeithlonrwydd ynni a charbon isel, gan helpu i leihau effeithiau’r argyfwng costau ynni a symud y sector un cam yn agosach at allyriadau carbon sero net erbyn 2030.

Mae’r cynllun peilot hwn ar agor i ddarparwyr gofal preswyl sydd wedi cofrestru ag Arolygiaeth Gofal Cymru, ac mae’n cynnig grantiau rhwng £30,000 a £50,000 i ariannu buddsoddiadau, megis pympiau gwres, inswleiddio waliau ceudod, ffenestri gwydr dwbl/newydd, pympiau gwres o’r ddaear, inswleiddio atig, tanciau ac inswleiddio pibellau.

Dywedodd y Dirprwy Weinidog Gwasanaethau Cymdeithasol, Julie Morgan:

“Mae gennym ni gyd ran i’w chwarae wrth fynd i’r afael â’r argyfwng newid hinsawdd ac mae’n rhaid inni weithredu nawr os ydym am leihau allyriadau a chyrraedd ein targed o allyriadau carbon sero net erbyn 2030. Mae cynnydd da eisoes wedi’i wneud yn y sector iechyd a gofal cymdeithasol ac rydym am sicrhau bod gofal cymdeithasol yng Nghymru yn effeithlon o ran ynni.

“Mae hwn yn gyfle gwych i ddarparwyr gofal cymdeithasol leihau effaith yr argyfwng ynni arnyn nhw, gwella eu Tystysgrif Perfformiad Ynni a gwneud y sector gofal cymdeithasol yn fwy cynaliadwy. Rwy’n annog pob darparwr gofal preswyl i gyflwyno cais.”

Dywedodd Gweinidog yr Economi, Vaughan Gething:

“Mae gofal cymdeithasol yn rhan hanfodol o’n heconomi bob dydd, gan ddarparu gwasanaethau a swyddi hollbwysig mewn cymunedau ledled Cymru gyfan.

“Rwy’n falch iawn ein bod wedi gallu sicrhau bod y cyllid hwn ar gael, a fydd yn cefnogi darparwyr gofal cymdeithasol ledled y wlad i leihau eu costau ynni.”
