Lee Waters MS, Deputy Minister for Climate Change has issued the following statement on  Bus Emergency Scheme and Franchising Expert Panel:

Today I have published a statement with partners from industry and local authorities setting out a further extension to our Bus Emergency Scheme (BES). Since the pandemic Welsh Government has spent over £150m through BES to keep vital bus services running.

I can confirm we will extend BES for a further three week period to the end of this academic year. The scheme will now run to 24th July 2023. This will mean that school transport will continue as normal. It will also provide further stability for the industry while we work on the transition away from emergency style funding to plan bus networks which better suit the new travel patterns we have seen since the end of the pandemic.

In addition, I have asked TfW, local authorities and the Community Transport Association to establish regional network planning teams to understand the impact of the ending of BES and to resolve the network issues that are likely to arise from the change in funding regime. This will help optimise the network and maintain as much reach and access as possible.

We will continue to meet regularly and work closely together and with other partners to build a strong and sustainable bus network for Wales.

The Welsh Government will continue to work with Local Authorities and bus operators to maximise the funding available for the remainder of the financial year and will provide an update in due course. This will need to act as a bridge to our franchising plans.

To help deliver the Welsh Government’s ambitious plan to reform bus services in Wales, One Network, One Timetable, One Ticket, I have asked Jonathan Bray, outgoing Director of the Urban Transport Group, to lead a panel of experts providing advice on putting that plan into practice. Membership of the panel will be announced in due course.

Heddiw rwyf wedi cyhoeddi datganiad ar y cyd â phartneriaid yn y diwydiant ac awdurdodau lleol mewn perthynas ag estyniad arall i Gynllun Brys ar gyfer y Sector Bysiau (BES). Ers y pandemig mae Llywodraeth Cymru wedi gwario dros £150 miliwn drwy BES i sicrhau bod gwasanaethau bysiau hanfodol yn parhau i redeg.

Gallwn gadarnhau y byddwn yn ymestyn BES am gyfnod arall o dair wythnos hyd at ddiwedd y flwyddyn academaidd hon. Bydd y cynllun nawr yn para hyd at 24 Gorffennaf 2023. Bydd hyn yn golygu y bydd cludiant i’r ysgol yn parhau fel arfer. Bydd hefyd yn rhoi sefydlogrwydd pellach i’r diwydiant wrth i ni weithio ar symud i ffwrdd o gyllido brys tuag at gynllunio rhwydweithiau bysiau sy’n gweddu’n well i’r patrymau teithio newydd rydym wedi’u gweld ers diwedd y pandemig.

Yn ogystal, rwyf wedi gofyn i Drafnidiaeth Cymru, Awdurdodau Lleol a’r Gymdeithas Trafnidiaeth Gymunedol sefydlu timau cynllunio rhwydweithiau rhanbarthol, i ddeall effaith diwedd BES ac i ddatrys materion o ran y rhwydwaith sy’n debygol o godi yn sgil y newid i’r drefn ariannu. Bydd hyn yn helpu i sicrhau bod y rhwydwaith mor effeithlon â phosibl ac y gall cymaint â phosibl ei ddefnyddio.

Byddwn yn parhau i gwrdd yn rheolaidd a chydweithio’n agos â’n gilydd a chyda phartneriaid eraill i adeiladu rhwydwaith bysiau cryf a chynaliadwy i Gymru.

Bydd Llywodraeth Cymru yn parhau i weithio gyda’r Awdurdodau Lleol a chwmnïau bysiau i fanteisio i’r eithaf ar y cyllid sydd ar gael ar gyfer gweddill y flwyddyn ariannol, ac yn rhoi diweddariad maes o law. Bydd angen i’r gwaith hwn weithredu fel pont i’n cynlluniau masnachfreinio.

Er mwyn helpu gyda’r gwaith o gyflawni cynllun uchelgeisiol Llywodraeth Cymru i drawsnewid gwasanaethau bysiau yng Nghymru, sef Un Rhwydwaith, Un Amserlen, Un Tocyn, rwyf wedi gofyn i Jonathan Bray, sydd newydd orffen yn ei swydd fel Cadeirydd y Grŵp Trafnidiaeth Drefol, i arwain panel o arbenigwyr sy’n darparu cyngor ar roi’r cynllun hwnnw ar waith. Bydd aelodau’r panel yn cael eu cyhoeddi maes o law.
