Carmarthenshire Council clamps down on environmental offences

CARMARTHENSHIRE County Council continues to clamp down on environmental offences including fly-tipping, litter and dog fouling, with £2,400 in fixed penalty notices (FPNs) issued throughout January.

The following £125 FPNs were issued for litter offences:

FPN to a Llwynhendy resident for throwing a plastic bag away at Morrisons glass recycling facility, Llanelli

FPN issued to Burry Port resident for discarding a cardboard box at Burry Port glass recycling facility

FPN issued to a Birmingham resident who threw a plastic bottle from his vehicle on the A40 near Llandovery

FPN issued to a Pwll resident for depositing a baking tray on the ground at Burry Port glass recycling facility

FPN issued to a Llanelli resident for discarding a cigarette end on the ground in Vaughan Street, Llanelli

FPN issued to a resident of Llandyfan for depositing a cigarette end on to the ground near to Tesco, Ammanford

FPN issued to a Llandysul resident for depositing a cigarette end from his vehicle window in Carmarthen town

FPN issued to a Burry Port resident for depositing an item on the ground at Burry Port glass recycling facility

Two £400 FPNs were also issued:

To a Bynea resident for depositing three blue bags of household waste at the Millenium Coastal Path’s long stay car park

FPN issued to a resident of Scotland visiting family in the Carmarthenshire, who deposited seven refuse bags containing household waste at Burry Port glass recycling facility

A £100 FPN was also issued to a resident of Marine Street, Llanelli for failing to pick up his dog’s faeces whilst walking in Crown Park, Caroline Street, Llanelli

A £300 household duty of care FPN was issued to a Carmarthen resident who paid a friend to deposit two blue bags full of her household waste. This was subsequently found in the car park of the Co-op in Kidwelly.

The following £100 FPNs were issued for failing to comply with a Waste Receptacle Notice (Household):

Issued to a resident of Elizabeth Street, Llanelli for failure to comply with a notice issued under Section 46 of the Environmental Protection Act (EPA) 1990. The resident in question placed incorrect items in bags and placed black bags out on the wrong week.
Issued to a resident of Maesgolau, Llanelli for failing to adhere to a notice issued under Section 46 of the EPA 1990. The resident continued to place incorrect items in their blue recycling bags despite receiving the notice and as a result received a FPN.

24 Notices issued were issued in January under Section 46 of the Environmental Protection Act 1990 to residents within the county for failing to comply with Carmarthenshire County Council’s waste collection scheme

A notice was also issued to an Ammanford business under Section 47 of the Environmental Protection Act 1990 which required them to put measures in place to have their waste collected and disposed of by an authorised waste carrier.

Cllr Aled Vaughan Owen, Cabinet Member for Climate Change, Decarbonisation and Sustainability said: “The Council’s Environment Enforcement Team continue to work proactively to deter environmental offences throughout Carmarthenshire. I would encourage residents to help us to keep Carmarthenshire clean by disposing of their waste responsibly and using the household waste collection service correctly.”
