About the Initiative
The movement encourages parents and carers to delay giving children a smartphone until at least the age of 14, and to avoid social media use until the age of 16. As part of its commitment, Ceredigion County Council has shared guidance with schools and provided practical resources designed to help reduce screen time and support healthy digital habits within families.
This is not a legal requirement or a policy, it is a community-led, voluntary movement focused on shared action between families, schools, and local communities. Nationally, the campaign has already gained significant momentum, with over 151,000 families and 12,000 schools signing the Parent Pact, according to the national website.
Why It Matters?
A growing body of research links excessive smartphone use with:
- increased anxiety and depression
- sleep difficulties
- reduced concentration
- diminished social interaction
By delaying smartphone use, children are more likely to experience better mental wellbeing, improved focus, and more opportunities for face-to-face social engagement. The initiative also supports efforts to protect young people from online risks, including cyberbullying and harmful content.
Ceredigion County Council began working with parents and schools during the summer term of 2025. Although the initiative is still in its early stages locally, interest and support continue to grow, with increasing numbers of families and schools signing up each week.
Laurie Hughes, Senior Advisory Teacher for Wellbeing, said: “We want to give children the best possible chance to thrive, free from the pressure of constant connectivity and potential harm. This initiative is about supporting a healthy, happy childhood for every child and young person in Ceredigion. Mobile phones and social media have been a hot topic for some time, and we are starting to see shifts in attitudes and culture locally, nationally, and globally.”
Councillor Wyn Thomas, Ceredigion Cabinet Member for Schools, Lifelong Learning and Skills said: “This movement is firmly encouraging the young people of Ceredigion to enjoy a healthier and more balanced childhood. The evidence is clear that reducing early access to smartphones can support wellbeing, safety, and positive social relationships. We are proud to work with families and schools across the county to create an environment where children can grow, learn, and thrive without the unnecessary pressures of rapidly changing technology.”
