A red Mazda 6 and a Sur-Ron electric motorcycle were involved in the collision on Bigyn Road, Llanelli.
The male rider of the motorcycle was taken to hospital with injuries not believed the be life threatening.
The driver of the vehicle stopped and spoke to rider however left the scene before police arrival.
Enquiries are ongoing to identify the driver.
