The Welsh Government’s Finance Minister has urged the Chief Secretary to the Treasury to use next month’s Spring budget to provide the necessary support to protect public services and respond to inflationary, pay and other cost pressures.
At a meeting of Finance Ministers from across the UK in Edinburgh earlier today, the Minister called on the UK Government to increase investment in health and social care to help the sectors respond to the significant pressures they face and to deliver wider reform.
Rebecca Evans, Minister for Finance and Local Government, said:
“In today’s meeting I told the Chief Secretary that the additional funding announced by the Chancellor in the autumn is not sufficient to address the impact of inflation and meet the pressures we face. Our 3-year settlement is still worth up to £3bn less in real terms than when the funding was announced in 2021.
“We also discussed the impact UK Government decisions on EU replacement funding have had on Wales. I am seeking an urgent commitment to address the £1.1bn of funding we have lost because of post-EU funding arrangements. I also re-stated our call to take a proper role in decision-making. The responsibility for approving capital projects in Wales should not lie solely with the Levelling Up Department or the Treasury. When it comes to spend in Wales in devolved areas, Welsh Ministers should clearly have a role.
“Finally considering the scale of profits retained by energy production companies, like Shell and BP, I pressed the Chief Secretary to ensure current tax reliefs are achieving their intended purposes. Any loopholes must be closed so that the appropriate amount is recovered through windfall taxes to support those struggling to meet energy costs.”

Mae Gweinidog Cyllid Llywodraeth Cymru wedi annog Prif Ysgrifennydd y Trysorlys i ddefnyddio cyllideb y Gwanwyn fis nesaf i ddarparu’r cymorth angenrheidiol i ddiogelu gwasanaethau cyhoeddus ac ymateb i bwysau chwyddiant, cyflogau a chostau.
Mewn cyfarfod rhwng Gweinidogion Cyllid o wledydd y Deyrnas Unedig yng Nghaeredin yn gynharach heddiw, galwodd y Gweinidog ar Lywodraeth y DU i fuddsoddi mwy mewn iechyd a gofal cymdeithasol i helpu’r sectorau i ymateb i’r pwysau sylweddol sydd arnynt ac i wneud diwygiadau ehangach.
Dywedodd Rebecca Evans, y Gweinidog Cyllid a Llywodraeth Leol:
“Yn y cyfarfod heddiw dywedais wrth y Prif Ysgrifennydd nad yw’r cyllid ychwanegol a gafodd ei gyhoeddi gan y Canghellor yn yr hydref yn ddigonol i ddelio ag effaith chwyddiant a’r pwysau sydd arnom. Mae ein setliad 3 blynedd yn dal i fod yn werth hyd at £3 biliwn yn llai mewn termau real na phan gafodd y cyllid ei gyhoeddi yn 2021.
“Gwnaethom hefyd drafod yr effaith y mae penderfyniadau Llywodraeth y Deyrnas Unedig am gyllid yn lle cyllid yr Undeb Ewropeaidd wedi’i chael ar Gymru. Rwy’n ceisio sicrhau ymrwymiad brys i unioni’r £1.1 biliwn o gyllid yr ydym wedi’i golli oherwydd trefniadau cyllido ar ôl ymadael â’r Undeb Ewropeaidd. Rwyf hefyd wedi galw eto am rôl briodol inni mewn penderfyniadau. Ni ddylai’r cyfrifoldeb dros gymeradwyo prosiectau cyfalaf yng Nghymru fod yn nwylo’r Adran Ffyniant Bro neu’r Trysorlys yn unig. Pan ddaw hi at wariant yng Nghymru mewn meysydd sydd wedi’u datganoli, mae’n glir y dylai fod gan Weinidogion Cymru rôl.
“Yn olaf, o ystyried maint yr elw a wnaed gan gwmnïau cynhyrchu ynni, fel Shell a BP, rhoddais bwysau ar y Prif Ysgrifennydd i sicrhau bod trefniadau rhyddhad trethi presennol yn cyflawni’r dibenion y bwriadwyd iddynt eu cyflawni. Rhaid cau unrhyw fylchau fel y bydd y swm priodol yn cael ei adfer drwy drethi ffawdelw i gefnogi’r rhai sy’n ei chael yn anodd ymdopi â chostau ynni.”
